Kitchen renovation NOC approval Dubai: what stalls it
October 26, 2026 · 7 min read
If your kitchen plan moves a wall, shifts a drain, adds a circuit or changes a window, approval comes before demolition, not after. If you are replacing cabinets and worktops in the same footprint, there is usually nothing to approve. Most stalled Dubai kitchen jobs sit in the gap between those two sentences.
What actually counts as renovation in Dubai
Anything that changes the drawing of the room is an alteration. Anything that leaves the drawing the same is a refurbishment, and a refurbishment should not cost you a permit.
Removing or moving a wall, even a light partition, needs approval. So does relocating plumbing or drainage, moving a sink, rerouting a soil pipe, adding a dedicated oven or hob circuit, raising the electrical load, changing a kitchen window, or moving extract ventilation through the facade. Each of those touches the structure or the services the building shares.
Straight replacement does not. New doors, re-fronted carcasses in the same position, worktops, backsplash, a sink swapped where the old one sat, appliances on existing connections, paint, handles, re-tiling. If someone quotes you for authority approval on a cabinet swap, ask what exactly is being submitted. Our kitchen and wardrobe fit-out services in Dubai are quoted with that split made explicit.
The two approvals people confuse
The landlord or developer no objection certificate is the first gate. The Dubai Municipality or DET renovation permit is the second. Different parties, different protection, and neither replaces the other.
In an apartment or a managed community such as DAMAC Hills 1, the NOC decides your start date in practice. Landlord and community management want proof that you are not touching structure or shared services, that the contractor is licensed and insured, that lifts and common areas are protected, and that working hours and waste removal are agreed. The authority permit covers the works themselves: structural change, MEP change, facade or ventilation change. Villas usually reach that gate directly, with no landlord standing in front of it.
A contractor cannot self-issue either document. We prepare drawings, apply on your behalf, submit, attend inspections and close the file out. The signature on the NOC comes from the owner or landlord. The permit comes from the authority. Anyone who promises to handle the paperwork without asking for your title deed, your Ejari or your unit layout has not handled it properly before.
A flip we see often. An owner asks for new cabinets and a worktop, sink and hob in their current positions, so the layout does not change: usually a landlord NOC with the contractor licence and existing layout attached, and no authority permit. Then the half wall between kitchen and dining comes out and the sink moves to a new island. Wall removal needs engineering sign-off, the sink move has to be drawn as relocated drainage, the NOC is reissued against the revised layout, and the permit is now in play.
Cabinetry, lighting and stone from a MODENZO Interiors kitchen. This kind of layout gets drawn and submitted before a single unit is ordered.
The file, and the order it goes in
Start with documents. Title deed, or tenancy contract and Ejari. The approved unit layout and the proposed one. The contractor trade licence, plus the MEP subcontractor's. Layout, elevation, electrical and plumbing drawings. The signed landlord or developer NOC form. An engineering report if anything structural is coming out.
The order is fixed: NOC decision, drawing submission, permit, works, inspection and clearance.
Design and procurement run alongside it. Cabinet drawings, appliance orders, stone selection and lighting positions can all be finalised while the file moves, and finishing them early is what makes the job quick once approval lands. Site work cannot. No demolition and no materials into the unit before the green light. Fees are set by the issuing authority and move with the scope and the size of the unit, so ask for the approval fee as its own line, and ask what happens if the submission comes back with comments.
Five reasons files stall
Structure removed without engineering sign-off. A wall comes down on the strength of a site opinion. The submission stops until an engineer puts his name to it.
Drainage relocation not shown. The sink moves in conversation but not on the drawing. The inspector finds a layout that does not match the site.
No landlord NOC before starting. The contractor mobilises, the community stops the job, and the lost week is yours.
Contractor licence not valid for the work. Expired, or issued for a trade that does not cover what is being built.
Small changes made on site without a revised drawing. Two metres of counter shifted by the foreman. That is how a passing inspection turns into a second submission.
Scope that spills into the living room or media wall belongs on the same drawing set, not added on site mid-job.
What a fair kitchen quote must state about approvals
Three things, in writing. Who applies for each approval. Who pays the authority fee, listed as a line rather than folded into a lump sum. Who carries the cost if permission is refused, meaning drawings already produced and any deposit on materials cut for a layout that never got approved.
A quote that stays silent on permits is a warning sign, and so is one that promises approval without a single question about your building. See completed kitchens by MODENZO Interiors and you will notice the jobs with moved walls went through a file first. The Google rating of 5 from 22 reviews says the same thing in fewer words.
The team was professional, creative, and attentive to every detail throughout the entire project.

Frequently asked questions
Does replacing kitchen cabinets need a permit in Dubai?
Usually no. If carcasses stay in the same footprint, the sink and hob do not move and no wall or service changes, it is a refurbishment rather than an alteration. In a rented apartment you may still owe your landlord a written NOC before a contractor enters, which is a separate document from an authority permit.
Do I need a landlord NOC if I only change the kitchen in a rented apartment?
In most managed buildings, yes. The NOC covers contractor access, insurance, working hours and protection of common areas as much as the works themselves. Read your tenancy contract, then ask the landlord or community management what their form requires.
Who applies for the permit, me or the contractor?
The contractor prepares and submits on your behalf, because the drawings and the trade licence come from them. You or the owner of record signs. Get written confirmation of which approvals are included before you commit to a start date.
How long does approval take before work starts?
Days to a few weeks depending on the authority and how complete the submission is. A file that comes back with comments loses time twice, once in review and once in resubmission. Confirm the timeline with the contractor who is actually submitting it.
Can I run a kitchen renovation during Ramadan or summer?
Yes, with conditions. Some communities restrict noisy work and working hours during Ramadan, and summer heat affects external work and site ventilation. Confirm the building rules before you fix a start date, because the restriction usually comes from the community rather than the authority.
