Kitchen renovation NOC approval Dubai: what to expect

October 21, 2026 · 7 min readKitchen renovation NOC approval Dubai: what to expect

A kitchen renovation in DAMAC Hills 1 needs an NOC as soon as the work touches structure, drainage, gas, electrical load or the outside wall. Swapping doors, worktops and paint usually does not. The NOC comes from the community or the building, and it decides whether your start date is real.

When a kitchen renovation needs an NOC

Cosmetic work stays outside the net: new cabinet doors, a like-for-like worktop, painting, replacing an oven or hob on the existing points, a new splashback where nothing is chased into the wall. Most of what people call a refresh lives here, and it is the work we quote most often for custom kitchens in Dubai.

The line moves when you change what the building provides. Moving a sink means new drainage falls. A new gas line or a relocated hob means a gas submission. A larger oven, or an induction top that needs its own circuit, means added electrical load. Removing a wall, widening an opening, cutting a new window or ducting an extract through the outside wall means drawings, a permit and someone accountable for the penetration.

Building type decides who you answer to. A villa in DAMAC Hills 1 goes through the community approval process, which looks hard at external changes and at how contractors come and go from the plot. An apartment adds building management and, almost always, the landlord. A standalone building outside a master community is often lighter on paperwork and heavier on insurance.

Who actually issues it

For villas, the master developer or its community management team issues the NOC. For apartments, building management issues the permit to work and the landlord approves the scope; some towers also want the developer's own fit-out approval on top. Dubai Municipality enters when the works cross into what the municipality classes as needing a permit, typically structural change or certain MEP alterations, and that application normally runs through the developer's nominated consultant rather than straight from the contractor.

Both sides carry duties. You supply the title deed or tenancy contract, the landlord letter if you rent, and a signature on the scope. The contractor supplies the trade licence, drawings, insurance and worker list. Neither half moves alone, and a missing landlord letter is the most common reason a file sits still for a week.

"The team was professional, creative, and attentive to every detail throughout the entire project." Aji, 5 stars

That is what the approval side should feel like from your chair, because chasing a developer is dull work and it shows later if nobody does it. It helps when the people who measure, build and fit by one team are the same people who chase the file. MODENZO holds a Google rating of 5 from 22 reviews.

What the contractor submits

The pack is fairly standard. The gaps are where files fail.

A trade licence with the right activity. An interiors or fit-out licence covers kitchen work. A general trading licence does not, and a community officer will spot it.

A scope-of-works letter on letterhead that says what happens and, just as importantly, what does not.

Drawings: existing and proposed plan, reflected ceiling, electrical and plumbing layouts, kitchen elevations.

Insurance: contractor's all risk or equivalent, workmen's compensation and third-party liability, naming the correct entity.

Worker IDs and labour cards for everyone who will be on site, because gate security checks names against a list.

A refundable deposit, where the community asks for one, held against damage to common areas.

Deposits and admin fees are set per community and per building, and they change. We itemise them in the estimate rather than guess, because a figure that is a few hundred dirhams out causes more argument than the fee itself.

How long approval really takes

Two clocks run at once: the approval and your own decisions. Approval is the longest single item in the front half of the job, longer than the fitting itself, which is why we open the file before anything is ordered.

What slows it: drawings that ignore the existing services, a licence activity that does not match the scope, a landlord letter that turns up late, an insurance certificate naming the wrong entity, and the queue that builds when a whole community decides to renovate at the same time. Every resubmission restarts the review.

So the practical test is simple. Has your contractor opened the submission before you paid the deposit on the kitchen? If not, the start date is a guess. You can see kitchens we have fitted inside managed communities and towers, and every one of them cleared this process first.

The rules that catch people after approval

An NOC is permission to start, not permission to work whenever you like. Working hours and quiet hours are set by the community or the building, and noisy work stays inside the window. Service lifts are booked, boarded and handed back as found. Rubbish leaves in bags with a skip arranged through the building, not through the lobby.

Dust control matters more in an apartment: corridor protection, sealing the kitchen doorway, extraction on the tools. Fines for working without an NOC, or outside hours, can land on the owner as well as the contractor, and some communities suspend the permit until the fine clears.

What to ask before you pay a deposit

Ask in this order, and get the answers in writing.

  1. Is the NOC inside your scope or mine?
  2. Who chases the developer, and how often do they follow up?
  3. What happens to the start date if approval runs longer than you quoted?
  4. Will you register your workers with the building, and are their IDs current?
  5. Who protects and restores the service lift, corridor and lift lobby?
  6. What is excluded, and what would trigger a variation?

Then have the kitchen measured instead of estimated from a photograph. Send pictures of the room from each corner, the rough width and depth of the run, the ceiling height if you know it, the building or community name, and a short note on what you want moved. For a villa in DAMAC Hills 1, say whether the outside wall or the gas line is involved, because that one answer changes the paperwork. WhatsApp +97152 996 0363 with those and we will book a measured survey and open the file.

Frequently asked questions

Can I do a cosmetic kitchen refresh without an NOC?

Usually yes. New doors, a like-for-like worktop, painting and swapping appliances on the existing gas and electrical points do not change what the building provides. Check with building management first, because some towers want notification even for painting. If you are unsure whether the work crosses the line, send photos before you order anything.

Does a tenant need the landlord's NOC?

Yes, in almost every apartment and in many villa communities. Building management will not issue a permit to work without written landlord consent for the scope, and the landlord usually wants to see the drawings and the reinstatement terms. Getting that letter early is the cheapest speed-up available to you.

How long does a villa community NOC take?

There is no fixed number, and any contractor who quotes you one before seeing your drawings is guessing. It depends on the community's review queue, whether a municipality permit is triggered, and how complete the first submission is. What we can control is opening the file early and submitting a pack that does not come back.

What happens if my contractor is not registered with the developer?

The submission is rejected, or the contractor is refused site access once approval is granted. Many communities keep their own list of approved contractors with valid insurance on file. Either choose a contractor already registered, or build in the time it takes them to register before work starts.

Does an NOC cover the whole fit-out or just the kitchen?

It covers the scope described in the drawings you submitted. If you add a pantry, move a door or extend the work into the living room after approval, that is a variation and usually a fresh submission. This is why the measured survey happens before the paperwork, not after.
