Kitchen renovation NOC approval in Dubai: what comes first

October 31, 2026 · 7 min readKitchen renovation NOC approval in Dubai: what comes first

A kitchen renovation in a managed Dubai community starts with paperwork, not demolition. In DAMAC Hills 1 the developer's community management team issues a no objection certificate before a cabinet comes out, and the building work itself needs an authority permit alongside it. The order you do those two things in decides whether the kitchen waits on approvals or waits on nothing.

Who actually issues the NOC, and when one is not enough

Three different documents get called the NOC. They come from three different places.

DocumentIssued byNeeded when
Community NOCDeveloper community managementAny alteration inside a managed community such as DAMAC Hills 1
Authority permitThe Dubai authority handling building permits (DET)Civil, electrical, plumbing or layout changes
Landlord letterThe property ownerRented units only

The first controls access, working hours and what you may alter inside the unit. Security will not let a labour team or a delivery truck through the gate without it. In DAMAC Hills 1 it sets the pace, because the community management team reviews it, not your contractor.

The authority permit, usually called the DET approval for kitchen renovation, covers the work itself: civil alterations, new circuits, and plumbing if a sink or drain moves. It is a separate submission with its own drawing set.

A landlord's no objection letter sits underneath both when the unit is rented. Freehold owners skip it. Apartments usually need all three, because drainage risers and structure are shared and there are neighbours above and below the review.

What the application asks you for, and why it gets rejected

Drawings carry the application. The reviewer wants a measured plan of the existing kitchen, the proposed layout, joinery elevations, and a clear note of anything moving: water supply, drainage, gas, or the extract route for the hob. A hob that cannot vent to an external wall draws questions, so the answer belongs on the drawing, not in a covering email.

Then the paperwork about who is doing the work. The contractor's trade licence with matching activity codes. Third party liability cover. The access and working hours declaration. A waste removal plan.

Rejections usually trace back to five causes. The scope on the form does not match the scope on the drawings. The drawings were traced from the developer's original layout instead of measured on site, so a wall is 80mm out and the tall units no longer fit. The contractor holds a joinery licence but not the civil or electrical activity the job needs. The gas line has no sign-off. Or the package went in before the design was final, so a variation follows within days.

The sequencing mistake that costs weeks

Most owners clear the NOC first and measure the cabinetry afterwards. It feels logical. The paperwork is the gate, so clear the gate.

It costs time because the approved drawings become the reference document. Change the island size, the tall unit run or the sink position after approval and you either file a variation or submit again. Meanwhile the workshop cannot cut board against a drawing that may still move.

Run the two tracks side by side. Survey and measure the room, settle the layout, produce the joinery drawings, then submit the NOC package built from those exact drawings. Review then runs while the workshop orders board and hardware. Done this way, approval time overlaps production time. Done the other way, the two queue up behind each other and the kitchen sits finished in a workshop with no gate pass to reach you.

If the layout is still open, our interior and renovation guides cover storage and planning decisions before drawings start.

What MODENZO handles and what you sign off

We produce the measured drawings, joinery elevations and scope description the application needs. They come out of the same design file the workshop builds from, which is why a made-to-measure kitchens and joinery by MODENZO quote and an approval submission never disagree.

The owner signs three things: the application form, the landlord letter if the unit is rented, and the final layout before submission. Those are consents. No contractor can give them for you.

One distinction prevents arguments later. The NOC and permit cover fixed work: cabinetry, islands, built-in appliances, moved services. Loose furniture needs no approval, and MODENZO supplies it as a separate offering, so a sofa or dining set can be ordered while the permit is still in review.

The realistic sequence from survey to handover

  1. Week one: site survey in the unit, every wall measured, existing services, extract route and gas point checked.
  2. Week one to two: layout settled and joinery drawings finalised. This is the point of no return for the NOC package.
  3. Week two: community NOC and authority permit go in together, with the drawing set, trade licence and insurance attached.
  4. Review period: the developer and the authority set this, not us. Production runs alongside, so cabinetry is being built while the file is being read.
  5. Approval issued: gate pass, access booking and delivery slot follow.
  6. Installation and handover, with the final inspection closed out.

The week markers describe the order of work. Review time inside step four varies by community and by how complete the package is, which is why we submit from measured drawings and never from a sketch.

Frequently asked questions

Do I need a NOC to replace kitchen cabinets in DAMAC Hills 1?

If you are swapping doors and worktops and nothing moves, community management may still want the change logged. As soon as services move, the layout changes or the island is altered, expect the community NOC plus a permit. Ask before you order, because the answer sets your start date.

How long does kitchen renovation permit approval take in Dubai?

The developer and the authority set their own review times, and they differ by community and by how complete the submission is. A package built from measured drawings, with a scope that matches, usually clears without a comment coming back. We submit early so review runs while cabinetry is in production.

Can my joinery contractor handle the NOC paperwork?

Only if the licence covers the work being done. A joinery licence does not authorise civil or electrical changes, and the reviewer checks activity codes against the scope. The application also needs third party liability cover. We prepare the drawings and scope, and the owner signs the form.

What happens if I change the kitchen design after the NOC is approved?

Small changes inside the approved scope can usually be noted. Anything that moves a wall, a drain, a gas point or the extract route needs a variation or a fresh submission. That is why the layout should be final before the package goes in.

Is a landlord letter needed for an apartment kitchen renovation NOC in Dubai?

If you rent, yes. The owner's written consent sits under the community NOC and the permit, and community management will usually ask for it with the application. Freehold owners do not need one.
